Joanna Otero-Cruz

Philadelphia Deputy Managing Director, Community Services

Joanna Otero-Cruz was appointed by Mayor Kenney Deputy Managing Director of the City of Philadelphia, for Community Services.  Otero-Cruz oversee operations for 311, the Office of Immigrant Affairs, the Community Life Improvement Program (CLIP), and the Office of Civic Engagement and Volunteer Services.
As the Executive Director of Concilio since 2010, Pennsylvania’s oldest Latino non-profit organization, she oversaw theorganization’s foster care services, youth development programming, children’s healthwork, and the Hispanic Fiesta and the Puerto Rican Festival.
She is a Commissioner at GACLA, a Board member of the Pennsylvania Coalition Against Domestic Violence and serves on the CEIBA Coalition. Otero-Cruz holds a Bachelor’s Degree from Peirce College in Business Administration with a concentration in management.
